Part of How to structure and compare influencer agency quotes
A blank influencer campaign budget with explicit quantities, VAT evidence and approval controls
Use a blank influencer-agency budget template for England with explicit quantities, VAT evidence, scenario ownership and approval controls throughout.
Build the template as a controlled finance document, not a page of estimates. Give every cost one row with a unit, a quantity, a period and a dated source. Keep net, VAT charged, recoverable VAT and irrecoverable VAT in separate columns. The UK VAT registration threshold is £90,000 and the standard rate is 20%.
What to take away
- Use one row per cost, never one row per supplier, and record the unit, quantity and period for every line.
- Split VAT into four columnsnet, VAT charged, VAT judged recoverable and irrecoverable VAT, each approved by a qualified accountant.
- Check the current UK VAT registration threshold, £90,000, and the standard rate, 20%, at the date you build the sheet.
- Name the gatekeepersthe ASA for advertising recognition, the ICO for PECR and UK GDPR, the CMA for consumer protection and HMRC for tax evidence.
- Reconcile approved, committed, invoiced, paid, credited and forecast amounts separately, then lock the decision version.
Campaign control record
Seven fields sit at the top of the sheet, before any cost row.
Field / Entry
- Campaign name and decision version
- name plus version number
- Campaign period and timezone
- start, end, timezone
- VAT return period
- tax period
- Supplier invoice window
- invoice period
- Attribution window
- start, end, stated basis
- Currency and rate source
- currency plus dated source
- Gate owner and approver limit
- named role, authority level
Never mix the campaign period with the tax period or the attribution window. Record a timezone and cut-off for event-based payments, because a late post can fall into the next reporting day.
The signed creator agreement turns a quoted price into an obligation, so keep the contract areas worth a second read beside the version number.
Line-item table
Create one row per cost. Supplier names belong in a column, so a change of supplier does not rewrite the arithmetic.
| Category | Unit | VAT status to record |
|---|---|---|
| Agency service | retainer, day or project | standard, zero or exempt |
| Creator cash | post, video or story | creator's registration |
| Gifted product or service | stock unit | value and gift treatment |
| Affiliate commission | eligible event | commission treatment |
| Paid media | platform unit | media VAT status |
| Production, travel and access | supplier unit | expense VAT status |
| Internal labour | staff hour | not an invoice field |
Three agencies and four creators need a row per cost, not four merged creator rows. HMRC's VAT records guidance requires purchase, sale and invoice records from VAT-registered businesses, so each row needs a document reference.

Example: one worked row
Figures below are illustrative, not market rates.
One worked row
| Line | Quantity | Net | VAT at 20% | Irrecoverable VAT | Cash payable | Full economic cost |
|---|---|---|---|---|---|---|
| Agency campaign fee | 1 retainer | £4,000.00 | £800.00 | £0.00 | £4,800.00 | £4,000.00 |
| Creator cash, VAT-registered | 6 posts | £5,100.00 | £1,020.00 | £0.00 | £6,120.00 | £5,100.00 |
| Internal staff time | 12 hours at £45.00 | £540.00 | £0.00 | £0.00 | £540.00 | £540.00 |
| Totals | £9,640.00 | £1,820.00 | £0.00 | £11,460.00 | £9,640.00 |
Cash payable is £11,460.00 and full economic cost is £9,640.00, because the VAT is expected back. The full economic cost column is the one to defend later, since it carries irrecoverable VAT and internal labour.
If your accountant blocks £300.00 of input VAT, irrecoverable VAT becomes £300.00 and full economic cost rises to £9,940.00, while cash payable stays the same.
Formula sheet
- net external cost = SUM(quantity x net unit amount) minus evidenced credits
- cash payable = net external cost + VAT charged + other cash taxes
- full economic cost = net external cost + irrecoverable VAT + internal labour + non-cash resources + risk allowance
Reference cells rather than typing totals, and put inclusions, exclusions and sign conventions beside each formula.
Approval gates
A budget stays on hold when a required gate is failed or unknown, even if the arithmetic fits available cash. Give each gate a named owner and a dated sign-off.
- ASAadvertising recognition, disclosure and claim substantiation under the CAP Code.
- ICOPECR consent for marketing messages and a lawful basis for creator data, per the UK GDPR guidance.
- CMAunfair commercial practices and misleading omissions in paid promotion.
- HMRCVAT treatment and input tax evidence for every invoice line.
- Companies Housesupplier registration and filing history.
- Financeauthority limit, maximum exposure and payment route.
The pre-publication checks cover recognition, claims, incentives and placement before anything goes live.
One row per cost, one owner per row. A signature without a date is not an approval.
Approval Gates and Registers
- Claims, advertising recognition, privacy and PECR
- IP, accessibility, safeguarding, security
- Employment status, contract and finance
- Commitment registerauthoriser, date, cancellation, exposure
- Lock decision version and log changes
Commitment register
A purchase order, a signed creator agreement, a platform debit authority and an approved product release create different obligations at different times. Record the authoriser, commitment date, cancellation route, maximum exposure and evidence location for each. That stops an unissued supplier invoice being read as uncommitted money.
Common questions
What should the blank template contain before it produces a total?
Seven control fields at the top, one row per cost with a unit and quantity, four VAT columns, and a named owner for every line. Nothing totals until each value carries a dated source.
What is the current UK VAT registration threshold and standard rate?
The registration threshold is £90,000 and the standard rate is 20%. Confirm both at the date you build the sheet, since thresholds move.
Who signs off VAT treatment and advertising disclosure?
A qualified accountant approves VAT treatment, including any irrecoverable portion. The ASA CAP Code governs recognition and claims, and the ICO governs consent and lawful basis for creator data.
