Part of Influencer agencies strategy: evidence and approval gates
A reversible ninety-day investigation before committing to an influencer agency
Run a reversible ninety-day influencer-agency investigation in England with evidence gates, synthetic tests, stop rules and an honest final choice.
This influencer agencies ninety day plan is a reversible investigation, not a launch timetable. Its object is one proposed creator asset for a defined England audience. Work remains on hold until the advertiser can evidence authority, claims, disclosure, rights and account control.
What to take away
- The programme stays on hold at every gate, and a stage closes only when roles, evidence and controls are resolved.
- Testing uses synthetic content and non-production environments, so results say nothing about reach or compliance.
- A capped pilot needs its own approval, authorised asset, configured audience, and spend ceiling from the buyer.
- On day 90 the owner records a choicecontinue, redesign, retain in-house, or stop.
Days 1 to 20: establish the decision
The buyer owner writes the product, intended population, governance problem and choice between agency management and an in-house or no-publication baseline. The evidence register links the source claim, latest approved wording and permitted use.
Days 1-20 Decision Setup
- Write product, population, governance problem
- Choose agency vs in-house baseline
- Link claims in evidence register
- Map advertiser, agency, talent, creator, platform
- Verify authority via mandate or contract
- Gate: stop if objective unmeasurable
- Output: signed decision card
Map the advertiser, prospective agency, talent manager, creator and platform separately. Verify incorporated parties where relevant, then request the mandate or contract that proves actual authority. The CMA's endorsement guidance for brands provides the UK responsibility context but does not approve a commission.
England-based shortlists often start with London agencies such as Billion Dollar Boy, The Goat Agency and Whalar, plus Manchester or Leeds shops found through a directory like the IPA member list. Confirm each one on Companies House for company number, status and filing history, and treat the agency's own case studies as marketing, not as evidence of authority.
Gate: stop if the objective is not measurable, a party's role is assumed, or no claims specialist owns the evidence. The output is a signed decision card, not an outreach list.
Days 21 to 45: design controls and costs
Draft the approval route for concept, final asset, disclosure, rights, audience configuration and withdrawal. CAP Code recognition requirements and substantiation are checked as different subjects. Add independent privacy, PECR, IP, accessibility, safeguarding and regulated-product reviews where applicable.
Control Pack and Cost Rows
- Approval routeconcept, asset, disclosure, rights
- Audience configuration and withdrawal route
- CAP Code recognition and substantiation checks
- Independent privacy, PECR, IP, accessibility reviews
- Money rowsagency fee, creator cash, gifts
- Money rowspaid media, production, internal labour
- Money rowsrights, specialist review, tax, exit
Build a money schedule with separate rows for agency fee, creator cash or commission, gifted-product value, paid media, production, internal labour, rights, specialist review, tax and exit. Keep buyer fields blank until a dated record or quote provides currency, unit, period, VAT basis and exclusions.
There is no published England agency rate card, and small agencies often file filleted accounts at Companies House, so fee levels are rarely public. Benchmarks have to come from dated quotes and stated exclusivity terms.
Two dated UK-wide figures from GOV.UK set a floor for the schedule: the National Living Wage is £12.21 an hour for workers aged 21 and over from April 2025, and VAT registration starts above £90,000 of turnover from 1 April 2024.
Creator payments are quoted per deliverable. The figure depends on platform, format, follower count, exclusivity, usage term and whether the item is paid or gifted. Ask for a dated rate card with the usage terms attached.
Worked example with illustrative figures, not market rates:
Design controls and costs
| Row | Basis | Illustrative amount |
|---|---|---|
| Agency fee | retainer, 3 months, ex VAT | £4,500 a month |
| Creator cash | 4 creators, 1 post each, 3-month usage | £600 each |
| Gifted product | 4 units at cost | £45 each |
| Paid media | capped boost, ex VAT | £2,000 |
| Production | 1 shoot day, ex VAT | £1,800 |
| Internal labour | 40 hours at £12.21 an hour | £488.40 |
| Rights | 12-month usage uplift, 25 per cent of creator cash | £600 |
| Specialist review | legal and privacy, fixed fee | £1,200 |
| Tax | VAT at 20 per cent on taxable rows | added where due |
| Exit | access removal, return or deletion | buyer time only |
The schedule totals £22,168.40 excluding VAT, and the buyer writes that ceiling before any brief goes out.
Gate: do not brief a creator while consideration, usage rights or approval authority are unresolved. Deliver a versioned control pack and full-cost template.
Days 46 to 70: test without publishing
Use synthetic content and a non-production environment where the service permits it. Inspect individual account access, least privilege, approval logs, disclosure rendering, captions and other accessible presentation, report export, revocation and recovery. NCSC guidance for organisational social accounts supports deliberate access and security decisions.
Do not involve a real creator or audience merely to exercise the workflow. Record test object, account state, steps, expected evidence, observed evidence, tester, date and unresolved limits. A clean synthetic result says nothing about reach, engagement, conversion or legal compliance.
Gate: halt on shared credentials, missing recovery, inaccessible output, data flowing outside the reviewed map, or an inability to remove access and content.
Days 71 to 90: make a bounded choice
Reconcile the gate register and evidence gaps. If a capped pilot is proposed, it needs its own approval, authorised asset, configured audience and spend ceiling supplied by the buyer. Define measures by event, eligible population, numerator, denominator or unit, period, timezone, source, exclusions, uncertainty and owner.
A completed gate register entry looks like this (illustrative):
Make a bounded choice
| Gate | Test | Status | Owner |
|---|---|---|---|
| 1 | objective measurable, claim owner named | passed 12 May 2025 | buyer lead |
| 2 | approval route, rights and consideration resolved | open, quote dated 3 June 2025 | agency lead |
| 3 | synthetic test evidence complete | not started | security lead |
| 4 | spend ceiling and audience configuration approved | not started | finance lead |
Separate platform observations from the buyer's attribution rule. The Magenta Book methods annex explains why a causal claim needs an appropriate counterfactual and assumptions. No incremental outcome should be promised at this stage.
On day 90, the accountable owner selects continue investigating, redesign, retain in-house, or stop. "Continue" is not automatic permission to publish. It means the next bounded step has evidence and named approvers.
Remove unnecessary access, return or delete data under the reviewed retention plan, preserve decision records and note contract or rights obligations that survive exit. Reopen the plan after a platform change, creator-authority change, complaint, security event or material alteration to the product claim.
Qualified advertising, consumer, privacy, PECR, IP, accessibility, safeguarding, security, contract, finance, tax and evaluation reviewers must assess the configured case before the plan moves.
Before you act
- Write the product, population, governance problem, and baseline choice.
- Verify each party's authority and request the mandate or contract.
- Draft the approval route for concept, asset, disclosure, and rights.
- Build a money schedule with separate rows for all costs.
- Test with synthetic content and a non-production environment.
- Reconcile the gate register and evidence gaps before day 90.
Common questions
What must be evidenced before any work can proceed?
Five items need a named owner and a dated record: authority, claims, disclosure, rights and account control. The evidence register holds the source claim and the approved wording behind each statement, and the decision card names who holds the mandate.
What happens if a gate is not passed?
The stage does not close, no briefing follows, and the missing item sits on the register until it is fixed and dated. Authority assumptions, unowned claims, unresolved consideration or rights, shared credentials and no tested recovery route are the usual stoppers.
What does a continue decision on day 90 mean?
It releases the next bounded step only, and the owner records the choice, the evidence behind it and the named approvers. Exit duties and surviving rights obligations carry into that next step.
